PHMSA enforces it with civil penalties that can exceed $96,000 per violation, and “per violation” can mean per employee or per day of continuing non-compliance.
Here’s the reality: if you are reading this guide, you probably want to ship something. The fastest path to compliant shipping is to complete the training first — not to figure out the regulations as you go. I have seen facilities try to operate on a “we’ll get trained eventually” plan and end up with a documentation hole that takes years to clean up.
That said, training itself is not difficult. The content is finite, the regulations are public, and a good course breaks it into manageable modules. What follows is what the law actually requires and what a quality training program should look like.
What 49 CFR 172.704 Actually Requires
The regulation breaks training into four required components. A course that calls itself “DOT Class 7” or “radioactive material shipping” training must cover all four to satisfy the rule:
1. General Awareness / Familiarization
This is the foundation — understanding the Hazardous Materials Regulations (HMR) as a whole, recognizing what counts as hazmat, and knowing where Class 7 fits among the 9 hazard classes. Expect coverage of the HMR structure (49 CFR Parts 171–180), how to use the Hazardous Materials Table at 172.101, and the relationship between DOT, NRC, and IATA.
2. Function-Specific Training
This is the bulk of any radioactive shipping course. Function-specific training covers the regulations that apply to your job. For a Class 7 shipper, that means: classification, A1/A2 activity limits, package type selection, marking and labeling, shipping paper preparation, and the loading and segregation rules that follow.
If a course skips one of these areas because it is “optional,” that is a red flag. They are not optional — they are function-specific to the role of a Class 7 shipper.
3. Safety Training
Safety covers emergency response information, personal protection from radiation exposure during normal operations, and what to do when a package is damaged or leaking. Expect coverage of the 49 CFR 172, Subpart G emergency response information requirements and the ERG (Emergency Response Guidebook) lookup process.
4. Security Awareness
All hazmat employees — not just radioactive ones — must receive security awareness training. The content covers transportation security risks, how to recognize potential threats, and how to respond. Under 49 CFR 171.8, anyone who, in the course of employment, directly affects hazardous materials transportation safety is a hazmat employee. For Class 7, that includes:
- Anyone who determines the hazard class or proper shipping name
- Anyone who selects packaging, fills it, or closes it
- Anyone who marks or labels packages
- Anyone who prepares shipping papers or signs the shipper certification
- Anyone who loads, unloads, or transports packages
- Anyone who receives shipments and performs the required inspections
The definition is intentionally broad. If you are unsure whether you are a hazmat employee, you probably are. The cost of training is far less than the cost of a violation.
Format Options: Online, Classroom, or Hybrid
49 CFR 172.704 does not mandate a specific delivery format. What matters is that the content is covered, testing is performed, and the training is documented. That means online self-paced, virtual instructor-led, in-person classroom, and hybrid programs are all compliant.
Online Self-Paced
The most common format today. You log in, work through modules at your own pace, complete quizzes and a final exam, and receive a certificate. Pros: schedule flexibility, lower cost, completable from anywhere. Cons: requires self-discipline, no live instructor for questions in the moment.
Virtual Instructor-Led
Live webinar format, usually scheduled over 1–3 days. Pros: live Q&A, group dynamic, defined start and end. Cons: rigid schedule, higher cost, often $400–$800 range.
In-Person Classroom
Traditional 1–2 day course, sometimes hosted on-site at large facilities. Pros: dedicated time away from work email, hands-on packaging demonstrations possible. Cons: highest cost (often $800+), travel and time-off burden, fewer offerings.
Which One Is “Best”?
The regulation is format-agnostic. The best format is the one your employees will actually complete and retain. For most facilities shipping a few packages a year, a well-designed online self-paced course is the most practical choice. Larger facilities with new hires year-round often combine an online course for individual training with periodic in-person refreshers for the team.
How Long Should Training Take?
The regulation does not specify minimum hours. A quality self-paced online course covering the four 172.704 components plus Class 7–specific content takes most students 6 to 12 hours. Instructor-led courses are typically scheduled as 1 to 2 full days.
A 1-hour course that claims to satisfy 172.704 for a Class 7 shipper is almost certainly not covering enough function-specific content. If a course is suspiciously short, ask for the syllabus and compare it to the four components above.

Price alone is not a quality signal. Some $800 instructor-led courses are excellent; others are PowerPoint walkthroughs in a hotel conference room. Some $150 online courses are thorough; others are recycled hazmat content with a thin Class 7 layer on top. Review the syllabus, not the price tag.
What Good Training Looks Like
A quality radioactive material shipping course should include all of the following. Use this as a checklist when evaluating providers:
- All four 172.704 components — general awareness, function-specific, safety, security
- Class 7–specific classification — A1/A2 values, special form vs normal form, ALEC and ACEM thresholds, fissile rules
- Package type coverage — excepted, industrial (IP-1/2/3), Type A, Type B (U) and B(M)
- Marking and labeling — White-I, Yellow-II, Yellow-III, Transport Index, vehicle placarding
- Shipping paper preparation — the basic entries plus the radioactive-specific entries required by 172.203
- Worked examples — actual classification and labeling exercises, not just slides of rules
- Testing — graded assessment with documented passing standard
- Certificate of completion — dated, with all 172.704(d) record elements
- Current content — reflects the current edition of 49 CFR (regulations are amended; old training material gets stale)
Red flag: A course that does not cover the full classification logic (excepted through Type B) is fine only if your scope is genuinely narrower — for example, a facility that only ships excepted packages. But if you ever need to ship anything larger, that training will not cover it, and you will need to retake a more complete course.
What to Expect Day-to-Day
For an online self-paced course, here is the typical experience:
- Sign up and access: Pay, receive login credentials, log into the learning platform.
- Work through modules: 8–10 modules covering the topics above, each with reading, video or narrated slides, and a knowledge check.
- Take quizzes: Per-module quizzes reinforce material. Often required to advance.
- Final exam: A comprehensive written exam, usually multiple choice. Passing standard is typically 70–80%. You can usually retake the exam if you fail.
- Receive certificate: Dated certificate of completion downloads automatically once you pass. Save a copy for your training records and for your employer.
- Maintain access (optional): Most providers grant access for 1 year so you can re-reference modules. After that, you would need to renew or recertify.
Recurrent Training
Training does not last forever. Under 49 CFR 172.704(c)(2), hazmat employees must complete recurrent training at the following intervals:
- Ground (DOT): every 3 years
- Air (IATA): every 2 years
- Vessel (IMDG): every 2 years
Unlike initial training, there is no 90-day grace period for recurrent training. If your training expires, you cannot perform hazmat functions until you complete recurrent training. That is why many facilities schedule recurrent training a month or two before the expiration date — to leave a buffer.

Does shipping training have to be in person?

Is a written exam required?
