RADIOACTIVE Placards: When You Need One and When You Don't

The three triggers that require a RADIOACTIVE placard on a vehicle — Yellow-III labels, exclusive use LSA/SCO, and HRCQ — plus the small-quantity exception that does NOT apply to Class 7, who supplies the placards, and where they go.

Quick Answer

A RADIOACTIVE placard is required under 49 CFR 172.504 whenever a vehicle, freight container, or rail car carries any quantity of Class 7 packages bearing Radioactive Yellow-III labels — on each side and each end. Placards are also required for unpackaged LSA-I or SCO-I, for shipments moving as exclusive use under 173.427, 173.441, or 173.457, and for closed vehicles used under 173.443(d). Class 7 is a Table 1 material, so the 454 kg (1,001 lb) small-quantity exception never applies.

  • Yellow-III label on any package = placard the vehicle: there is no minimum quantity
  • Exclusive use LSA/SCO shipments need placards even when the packages themselves carry no labels
  • Highway route controlled quantity (HRCQ) adds a square background behind the placard (172.507)

Why Placarding Matters

The placard is the most public statement your shipment makes. Labels ride inside the trailer; the placard rides outside, past every patrol car and weigh station between your dock and the destination. It is the first — and sometimes only — thing an inspector evaluates before deciding whether to pull the vehicle in for a full inspection.

That visibility cuts both ways. A correct placard tells emergency responders exactly what they are approaching in an accident — the entire point of the system. A missing one is a violation an inspector can spot from the shoulder of the road, and it invites scrutiny of everything else: shipping paper, labels, training records. I have watched a routine weigh-station pass turn into a two-hour inspection because the placarding did not match the paperwork.

Who Needs to Know This

This applies to anyone who:

  • Offers Class 7 packages to a motor carrier and needs to know when placards go with them
  • Ships LSA material or SCO under exclusive use — where placards are required even without package labels
  • Manages waste, decommissioning, or bulk shipments
  • Signs the shipping certification — the placarding determination is part of what you are certifying

Important: This guide covers DOT highway and rail placarding under 49 CFR part 172, subpart F. Air and vessel shipments follow IATA and IMDG rules instead. If you only ship by air courier, placarding may never touch your workflow — the moment a truck is involved, it does.

When Do You Need a RADIOACTIVE Placard?

The general rule in 49 CFR 172.504(a) is that each bulk packaging, freight container, unit load device, transport vehicle, or rail car containing any quantity of a hazardous material must be placarded on each side and each end with the placards specified in Tables 1 and 2 of that section. For Class 7, the Table 1 entry reads: “7 (Radioactive Yellow III label only)” → RADIOACTIVE placard, with the design specified in 172.556.

Trigger 1: Any Package With a Yellow-III Label

The trigger is the label category — not the activity, the weight, or the package count. If even one package on the vehicle bears a Yellow-III label, the vehicle gets RADIOACTIVE placards on all four sides. Which label a package gets is determined by its surface radiation level and Transport Index, so the placarding decision is really made back at the survey meter, before the package reaches the dock.

White-I and Yellow-II packages do not trigger placarding by themselves — the Table 1 entry is explicitly “Radioactive Yellow III label only.” But do not stop reading there, because the same table carries a footnote adding three more triggers that have nothing to do with labels.

Triggers 2–4: The Footnote Everyone Misses

Footnote 1 to Table 1 requires RADIOACTIVE placards for:

  • All shipments of unpackaged LSA-I material or SCO-I — the bulk and decommissioning scenario covered in our LSA and SCO guide
  • All shipments required by 173.427, 173.441, or 173.457 to be operated under exclusive use
  • All closed vehicles used in accordance with 173.443(d) — the contamination-control provision

That footnote is where I see experienced general-hazmat people get burned, because none of these three triggers involves a Yellow-III label. A trainee who memorized “Yellow-III means placard” has learned the rule — but only half of it.

The Table 1 Trap: There Is No 454 kg Exception for Class 7

Here is the mistake this article exists to prevent. General hazmat training drills one shortcut into everyone's head: under 1,001 pounds, no placards. That shortcut comes from 172.504(c), which waives placards on a transport vehicle or freight container carrying less than 454 kg (1,001 pounds) aggregate gross weight of hazardous materials covered by Table 2.

Read that again: Table 2 materials. Class 7 with Yellow-III labels sits in Table 1, alongside Division 1.1 explosives and poison gas — and Table 1 materials are placarded at any quantity. A single 5-pound Yellow-III package in a box truck requires four RADIOACTIVE placards, full stop.

Critical: The 454 kg (1,001 lb) placarding exception in 172.504(c) applies only to Table 2 materials. Class 7 bearing Yellow-III labels is a Table 1 material. There is no small-quantity placarding exception for it — one Yellow-III package placards the vehicle.

This trap catches a specific person: not the beginner, but the shipper with years of general hazmat experience whose instincts were trained on flammables and corrosives, where the 1,001-pound line does most of the work. I have had a seasoned shipping manager argue with me at the dock — politely, but firmly — that a 40-pound shipment could not possibly need placards. The regulation does not care what the load weighs; it cares which table the material is in. The driver who gets stopped pays for that assumption first, and the violation comes back to your company.

Exclusive Use LSA and SCO: Placards Without Labels

This scenario produces the strangest-looking compliant shipment in Class 7: a placarded truck full of packages carrying no radioactive labels at all.

Under 49 CFR 173.427(a)(6), when LSA material or SCO is consigned as exclusive use — the whole conveyance dedicated to your shipment, loaded by the consignor and unloaded by the consignee — two things happen at once:

  • 173.427(a)(6)(v): the shipment must be placarded in accordance with subpart F of part 172; and
  • 173.427(a)(6)(vi): for domestic transportation only, material containing less than an A2 quantity is excepted from marking and labeling (other than subsidiary hazard labels) — each package or object is instead stenciled “RADIOACTIVE—LSA” or “RADIOACTIVE—SCO” as appropriate.

Unpackaged LSA-I and SCO-I get the same treatment from the other direction: 173.427(c)(4) requires the highway or rail conveyance carrying unpackaged material to be placarded under subpart F, and 172.504's Table 1 footnote picks up the same shipments from the placarding side.

The logic is sound once you see it: on an exclusive use conveyance nobody handles individual packages in transit, so the per-package label loses its audience — the placard does the communicating instead. The trap is running that logic backwards. I have seen shippers reason “no labels required, so nothing to placard.” It is exactly the opposite: the label relief exists because the placard is mandatory. If you ship waste or debris under exclusive use, put the placard determination in your written procedure — the usual Yellow-III trigger is not the operative one here, and memory will not flag that at 4 p.m. on a Friday.

Tip: Exclusive use also requires written instructions to the carrier for maintaining exclusive use controls, included with the shipping paper (173.427(a)(6)(iv)). Inspectors ask for the placards and the instructions together.

HRCQ: The Square Background

For the highest-consequence loads, the placard itself gets promoted. Under 49 CFR 172.507(a), each motor vehicle transporting a package of highway route controlled quantity (HRCQ) Class 7 material (defined in 173.403) must display the RADIOACTIVE placard on a square background: per 172.527(b), a white square measuring 14¼ inches (362.0 mm) on each side, surrounded by a black border extending to 15¼ inches (387.0 mm) on each side, with the diamond displayed on it. The combination tells every trained observer the vehicle carries an HRCQ load subject to route-control requirements.

Most shippers go an entire career without tendering an HRCQ shipment — these are spent fuel, large irradiators, and similar high-activity consignments. But crossing that threshold changes far more than the placard: routing, driver requirements, and advance planning all attach at the same line. If the square background ever appears in your workflow, slow down and review the whole shipment plan.

What the Placard Looks Like and Where It Goes

Design: 172.556 and 172.519

The RADIOACTIVE placard is specified in 49 CFR 172.556: white background in the lower portion, yellow triangle in the upper portion, with the base of the yellow triangle 29 mm ±5 mm (1.1 inches ±0.2 inches) above the horizontal center line. The trefoil symbol, the word RADIOACTIVE, the class number 7, and the inner border are all black. The general specs in 172.519 add the rest:

  • Each diamond (square-on-point) placard measures at least 250 mm (9.84 inches) on each side, with a solid inner border approximately 12.5 mm inside the edge
  • The class number and hazard text are at least 41 mm (1.6 inches) high — and for Class 7, unlike most classes, the text is not optional (172.519(b)(3))
  • The placard must withstand 30 days of open weather without deterioration or substantial loss of effectiveness

A practical note from years on the receiving end: buy durable plastic or metal placards and store them flat and dry. A faded, dog-eared tagboard placard that no longer meets the color tolerance is a violation just like a missing one — and the cheapest violation in the book to prevent.

Placement: Each Side and Each End

172.504(a) puts the placards on each side and each end of the transport vehicle, freight container, or rail car — four positions, so a responder can identify the hazard from any direction at an incident scene.

Who Provides the Placards?

You do. Under 49 CFR 172.506(a), each person offering a motor carrier a hazardous material for highway transport must provide the required placards prior to or at the same time the material is offered, unless the vehicle is already placarded for the material. The carrier's side is just as absolute: no motor carrier may transport the material without the placards affixed.

In practice the driver mounts the placards, but whether placards were available is your compliance item. Keep a stock at the dock and hand them over with the paperwork as routine. I have watched a driver refuse a fully compliant, fully documented load because his flip-frame had no Radioactive panel and the shipper had none to give — the shipment sat overnight over a piece of printed plastic that costs less than lunch. Refusal at the dock is the mild outcome; the bad one is the load moving unplacarded and the violation being discovered at 70 mph.

Common Questions

Do I need a placard for a single Yellow-III package?

Yes. Class 7 with a Yellow-III label is in Table 1 of 172.504, and Table 1 materials require placards at any quantity. One package placards the vehicle — each side and each end.

Does the 454 kg (1,001 lb) exception apply to radioactive material?

No. The exception in 172.504(c) is limited by its own text to materials covered by Table 2. Yellow-III Class 7 is a Table 1 material, so the weight-based relief never applies to it.

Who supplies the placards — shipper or carrier?

The shipper. 172.506 requires the offeror to provide the placards before or when the material is offered, unless the vehicle is already correctly placarded. The carrier may not move the load without them.

Do White-I or Yellow-II packages ever require placards?

Not by label category — but check the other triggers. The Table 1 entry is “Radioactive Yellow III label only.” But exclusive use under 173.427, 173.441, or 173.457, unpackaged LSA-I/SCO-I, and closed vehicles under 173.443(d) all require placards regardless of the labels.

What is the square background placard?

Every other mistake hides in a file until someone goes looking. Get the placard call right by rule, not by memory.
